Short answer

The WhatsApp Business API, now called the WhatsApp Business Platform, lets companies send and receive WhatsApp messages from software. Meta charges per message by category (marketing, utility, authentication, service) and recipient country, on top of any provider or software fees. Setup takes one to three weeks: business verification, number registration, template approval and integration.

How to set up the WhatsApp Business Platform: step by step

  1. 1

    Verify your business with Meta

Create or use an existing Meta Business account and complete business verification with legal documents.

  2. 2

    Choose a phone number

Pick a number that can receive a verification SMS or call. A number used on the WhatsApp app must be migrated.

  3. 3

Create the WhatsApp Business Account and register the number

Set the display name, which Meta reviews, and register the number with the Cloud API.

  4. 4

    Submit message templates

Write templates for notifications such as order updates and submit them for approval in the right category.

  5. 5

    Connect webhooks and your systems

Receive messages and status events by webhook and connect them to your CRM, ERP or inbox software.

  6. 6

    Launch with opt-in and monitoring

Collect explicit opt-in, honor opt-outs and watch quality ratings and messaging limits.

What is the WhatsApp Business Platform?

The WhatsApp Business Platform is Meta's official way for medium and large organizations to use WhatsApp through software. Instead of one phone running the WhatsApp Business app, messages flow through an API into a shared inbox, chatbot or business system. Many agents can reply from the same number, every conversation is recorded, and notifications can be triggered automatically by events such as a shipped order.

People still call it the "WhatsApp Business API", and the terms are used interchangeably.

How does WhatsApp Business API pricing work?

Meta's pricing has three ideas worth understanding before you look at any numbers.

  1. Message categories. Meta classifies business-initiated messages as marketing (promotions, offers), utility (order and account updates), or authentication (one-time passwords). Customer-initiated conversations are service. Each category has its own rate.
  2. Recipient country. Prices vary by the country code of the person receiving the message. Messaging customers in Saudi Arabia costs a different amount from messaging customers in Pakistan or the UK.
  3. The customer service window. When a customer messages you, a 24-hour window opens in which you can reply freely with non-template messages. Outside that window you must use an approved template.

Meta has changed its model several times, moving from per-conversation to per-message charging for templates and adjusting free allowances. Always check the current Meta rate card for your target countries before building a budget. We model expected monthly cost for clients during scoping, using their real message volumes by category.

Total cost of ownership

Cost component Who charges Typical driver
Template messages Meta Volume, category and recipient country
Software (inbox, bots, campaigns) Provider such as LOOMX Agents, contacts or message volume
Integration work Implementation partner Systems connected, complexity of flows
AI usage (optional) Model provider Conversations answered by AI

Cloud API or On-Premises API?

For almost every new project, choose the Cloud API. Meta hosts it, scales it and ships new features to it first. The On-Premises API required you to run WhatsApp's containers on your own infrastructure; Meta has been sunsetting it, and its remaining use cases are narrow. If your concern is data residency, discuss where your systems store conversation data, which you control regardless of which API you use.

Templates: the rules that trip people up

Templates are pre-written message formats with placeholders, approved by Meta before use. Common reasons templates are rejected or reclassified:

  • A "utility" template that contains promotional wording gets classified as marketing (and priced as marketing).
  • Placeholders at the start or end of a message with no context.
  • Vague content that could be used for spam.

Write utility templates that are clearly transactional: "Your order {{1}} has shipped and will arrive on {{2}}." Keep promotional language for marketing templates sent to opted-in customers.

What should you automate first?

Start where volume is high and judgment is low. In our projects, the first wave usually covers:

  1. Order or request status. The bot asks for an order number and replies with live status from your system.
  2. Appointment booking and reminders. Confirm, reschedule or cancel with buttons.
  3. FAQs. Opening hours, locations, pricing ranges, document requirements.
  4. Lead capture. Collect name, need and location before routing to sales.

Leave complaints, refunds and negotiations to people, supported by AI-suggested replies. Add marketing campaigns once you have a healthy opted-in audience.

Protecting your number

Your number has a quality rating based on how recipients react, especially blocks and reports. Low quality reduces how many people you can message per day and can lead to restrictions. Protect it by:

  • Capturing explicit opt-in on your website, checkout, or in the chat itself.
  • Making opt-out easy and honoring it immediately.
  • Sending relevant, expected messages at a reasonable frequency.
  • Monitoring quality and pausing campaigns that generate blocks.

How LOOMX fits

LOOMX is INTELLIA's WhatsApp automation platform on the official Business Platform: a shared inbox, no-code bot builder, opt-in campaigns and AI-assisted replies, integrated with CX Hub for ticketing. If you need deeper integration with ERP or core systems, our WhatsApp and conversational AI service builds it.

Pricing details change frequently. This article explains the model; confirm current rates with Meta's official pricing page before budgeting.

Frequently asked questions

Is the WhatsApp Business API free?

No. Software access through the Cloud API is free from Meta, but Meta charges for messages according to category and country, and most businesses also pay a provider or software platform for the inbox, bots and integrations.

How long does WhatsApp Business API approval take?

Business verification usually takes from a few days to two weeks depending on documents. Number registration is quick; template approvals are typically fast but can be rejected if they break policy.

Can I send bulk marketing messages on WhatsApp?

Yes, through approved marketing templates sent only to people who opted in. Unsolicited bulk messages lead to blocks, low quality ratings and restrictions on your number.

Do I need a green tick?

No. The verified badge is optional and granted to notable brands. Business verification, which is different and required for higher limits, is what matters for most companies.

Can I use the same number on the WhatsApp app and the API?

No. A number registered on the Business Platform cannot be used in the consumer or Business app at the same time.
